I’ve always wanted to make a tassel banner, and thought I’d make one that’s a little different from the ones I’ve seen made of tissue paper. I have sooooo much fabric (*blush*), so I grabbed some scraps that matched my Spring party theme and made the banner for free in an afternoon.
